The lowest cost or any proposal is not necessarily accepted. District of Kenora Homes for the Aged (KDH) reserves the right to reject any proposals, waive irregularities and formalities therein, and award the contract in KDH’s best interest in its sole and unfettered discretion.
Introduction:
District of Kenora Home for the Aged & Community Support Services is a non-profit organization operating three long-term care facilities and providing community support services within the district of Kenora. We are seeking proposals from experienced consultants or firms to support the development of a new Strategic Plan to guide our organization for the next 5 years.
This plan will help us adapt to Ontario’s changing healthcare landscape, address increasing resident, client and family expectations, and ensure long-term sustainability while remaining true to our mission and values.
Organizational Background:
District of Kenora Home for the Aged (KDH) operates three long-term care homes within the Kenora District serving the municipalities of Dryden, Ear Falls, Ignace, Kenora, Machin, Pickle Lake, Red Lake, Sioux Lookout and Sioux Narrows-Nestor Falls.
In addition to long-term care, KDH also offers Community Support services which provides a wide rage of services and programs to help seniors to remain at home and maintain independence in their communities. These services are provided in Kenora, Red Lake and Sioux Lookout.
District of Kenora Home for the Aged & Community Support Services provides 245 long-term care residents and 415 community support clients with a variety of services such as: 24/7 nursing care, specialized dementia care, recreation, spiritual support, meals on wheels and assistive living supports.
Our stakeholders consist of residents, clients, families, staff, board of management, volunteers, municipalities throughout the district of Kenora, Ontario Health and Ministry of Long-Term Care.
We are governed by municipal and provincial appointed board of management and guided by our mission to Enrich the lives of those we serve.
Project Objectives:
The goal is to develop a clear, actionable Strategic Plan that:
- Reflects input from residents, clients, families, staff, board members and community partners
- Aligns with Ontario Health at Home, Ministry of Long-Term Care and Ontario Health’s policy environment and funding landscape
- Positions the organization to respond to sector challenges such as, but not limited to, workforce shortages, aging infrastructure, rising acuity
- Establishes measurable priorities, goals and timelines for implementation
- Promotes equity, resident/client-centred care, and organizational sustainability
Scope of Work:
The selected consultant or firm will be responsible for:
Project Management
- Develop a detailed project plan with timelines and milestones
- Coordinate and facilitate all phases of the strategic planning process
Organizational and Sector Assessment
- Review internal documents
- Analyze external trends, regulations and environmental scans
Stakeholder Engagement
- Facilitate meaningful consultation with:
- Residents, clients and families
- Staff at all levels
- Board members
- Community partners and healthcare providers
- Use appropriate tools such as surveys, focus groups, or interviews (including assessable formats)
Strategic Plan Development
- Facilitate a planning session with leadership and board members
- Develop a clear, actionable Strategic Plan that includes:
- Updated mission, vision, and values (if necessary)
- 3 – 5 strategic priorities
- Objectives, timelines, and performance indicators
- High-level implementation framework
- Develop a clear, actionable Strategic Plan that includes:
Deliverables
- Work plan and timelines
- Stakeholder engagement summary
- Draft Strategic Plan for review
- Final Strategic Plan (print and digital formats) including executive summary, vision/mission/values, strategic priorities, goals and success measures
- Implementation roadmap with timelines and responsibilities
- Presentation to the Board and Leadership team
Proposal Requirements:
Proposals should include:
- Introduction – Identify the individual who will be the primary contact for all communications, including name, title, mailing address, email address and telephone number
- Experience and Qualifications
- Relevant strategic planning experience in the nonprofit healthcare and/or long-term care sectors
- Knowledge of Ontario’s healthcare and long-term care environment
- Proposed team members, their roles and relevant qualifications
- Approach & Methodology
- How you will engage stakeholders in a meaningful and inclusive approach
- Description of tool/processes used
- Project timeline and key milestones
- Budget – Detailed pricing including professional fees, travel, materials and applicable taxes
- References – Minimum of two similar strategic planning projects completed in the last 5 years. Names, organizations and contact information

Evaluation Criteria:
Proposals will be evaluated based on the following criteria:
- Relevant experience and understanding of the long-term care and nonprofit healthcare sectors in Ontario
- Quality and clarity of proposed approach and methodology
- Qualifications of personnel
- Feasibility of work plan and timeline
- Value for cost
- References and demonstrated results from similar work
